It is for the one mentioned by the psalmist. "He that dwelleth in the secret place of the most high shall abide under the shadow of the almighty" (Psa. 91:1). It is for those who go to the secret place of prayer and who regularly present all their problems to Him who has the power to deliver. It is for those who make prayer a business in their lives. This then is the master key to freedom from worry and frustration. No man can be "anxious for nothing" unless he first learns by prayer and thanksgiving to daily make known his requests to God.
Many look at the conditions, the circumstances, and when they appear to be unchanged, they believe that which they see rather than what God said would happen. To our natural eyes we may expect things to be unchanged for the moment. But what our physical eyes see is irrelevant and has no bearing on the matter. If there were no divine promise, no God in heaven, then of course it would be foolish and even ridiculous not to believe what our eyes tell us. But "By faith we understand that the world was fashioned by the word of God; and thus things visible were made out of things invisible" (Hebrews 11:3).
And these signs shall follow them that believe; In my name shall they cast out devils; they shall speak with new tongues; They shall take up serpents; and if they drink any deadly thing, it shall not hurt them; they shall lay hands on the sick, and they shall recover" (Mark 16:17-18). The above verses clearly carry the implication of the tremendous power represented in the Name. It was the Name that gave power to the credentials of the apostles. And that power they used with an abandonment that is absolutely thrilling.
